Up to a certain height and so on yes. It’s part of why you see so many 3 story “garden style” apartment buildings. That said if we used EU type elevators they would still be handicap accessible.
I'm all about single stair, but it doesn't seem fair to compare six story buildings to four story ones.
It’s reflecting alternative methods. No one said these are identical. That’s actually kind of the point.

Case in point: our elevator industry is based on the desire of a Glendale AZ firefighter. The net outcome is elevators that cost 3x those in the EU. Rent-seeking & added cost, less ~real~ accessibility for those who need it. But hey you can spin a stretcher around fully flat x.com/jasonc_nc/stat…
Why does the double loaded corridor have an entire random unnecessary corridor on the back and have random perimeter width added that isn't added to the singlestair building?
No one’s going to build the one on the left because of the cost of cladding/windows on all those additional elevations.
Shorter escape routes. Lower apartment-to-stairways ratio. Greater flexibility with apartment layouts. Fire barriers between each apartment set. Remind me again why single-stareway apartments are so dangerous?
