This isn't new or surprising. Tysons Corner in Vienna, Virginia, was the original location for MAE-East, the first principal exchange point for the commercialized internet. The information infrastructure of three letter US government agencies is located in Virginia. Lots of fiber

and in 2 specific counties of virginia. loudoun and prince william counties. in the northern virginia area there are 428 data centers, and in the rest of virginia only 50. northern virginia alone has more data centers than either california or texas.
Mae-East was in Tyson’s for years. Lots of giant data centers in loudon and near Dulles
I think the 15% in North Dakota is a bit more surprising, considering the population size.

Seems like they'd be better off putting them near big hydro dams like they did with the big Manhattan Project facilities.

It shouldn't be surprising for anyone who knows even a shred about tech infrastructure. It's where the internet cables run through (Up and down the East Coast).
AWS us-east-1 is in Virginia. All other answers are wrong. VA is great for huge datacenters because it deals with very few natural disasters, is developed, and is reasonably close to the entirety of the east-of-the-Mississippi population of the US
