You could do this whole scene with almost no dialogue. It would be gripping.

You could not write better drama if you tried. People will think this part was made up for the story.

Borlaug is the perfect sympathetic hero: a humble, understated midwestern farm boy; not a businessman, never got rich. Saved a billion lives from famine in poor countries. Won the Nobel Peace Prize.
There's no way to hate him if you have a shred of humanity in you.
Very serious about this, it would make an excellent film and the world needs this kind of hero today.
I would do this with the right team on board.
Including an Easter egg where he and Malcom McLean run into each other in an elevator would be ideal.

It deserves to be an anti-biopic. A didactic story about him would seem like propaganda. also be prepared for pushback, “white savior” criticism

Absolutely. I first learned about him in the book “The Wizard and the Prophet” by Charles C Mann. It contrasts technology vs degrowth exemplified by Norman Borlaug and William Vogt.
This book would make a terrific screenplay.
Do the screenplay first.
My great-grandfather was a very senior agronomist in India just before Borlaug began work there. I know he would have been happy to see a film made about him.
But I fear these days, such a film would be highly politicized by all sorts of things that wouldn't reflect facts.

Someone should make a tv series out of 's "The Wizard and The Prophet" I found the comparison between Vogt and Borlaug very fascinating
