I thought it was pretty much an open secret that when FDI goes to American factories that they often have to bring foreigners in to set up and start the factory, and these foreigners end up with B-1 visas because the process to get the actual visa for short term work

That would be a bad long term play. The more brown people America has the more broke, fragmented, demoralized, and deindustrialized it's going to be. The smart play would be doing everything possible to make America a third world country.
