p.s. Surveyed firms aren't moving to the US: "Moving production to the U.S. would be tricky.... Besides higher labor costs, the company would also have to contend with tariffs on imported components."
None of this is new or unsurprising, btw. It's the same thing that happened when Congress let GSP expire (effectively increasing US tariffs on China manufacturing alternatives):

How does the leadership of a sophisticated economy like the US not understand simple game theory. That there is a reaction for each action and it can and should be anticipated...but of course that would take logic and actual thought...impossible for those that act on impulse!

Instead of adopting an "anywhere but China" policy, with tariffs only in China, encouraging production to move elsewhere, reducing America's reliance on a rival, he adopts a "nowhere but China" policy by tariffing everyone — some even more than China.
