It's unconstitutional, it's shameful, but it isn't odd for the Biden admin to do it. It is typical, it is expected. That is why everyone is talking about what other unconstitutional, ridiculous shit he and his cronies are going to try and pull over the next 3 days.
I guess Daniel Day Lewis didn't have to go through all that trouble ratifying the 13 amendment, he could just have declared it so, like Joe Biden. Biden seems intent on causing chaos, not a peaceful transfer of power.
