IRA was at least 10 years too late to help US compete in LiPo battery packs that I believe Skydio was using, and are in most consumer/hobbyist drones. And imo it would need to be part of a longer term industrial capacity strategy and not just a temporary boost.

Agree but building refinery capacity for critical minerals is more important (and has better economics if vertically integrated).

We might have to eat the environmental cost to manufacture lithium batteries for ourselves or "friendshore" the "dirty parts" of lithium batteries refining.

There is a need in domestic ore processing. China produces ¾ of all lithium-ion batteries and is home to 70% of production capacity for cathodes and 85% for anodes (key components). Over half of lithium, cobalt and graphite processing and refining capacity is located in China.

Export controls don’t work. US will just learn to build batteries ourselves. Painful at first, but long term it will be a boon to US manufacturing. (Same thing is happening to Chinese semiconductor industry, in reverse)

That is correct: Industry policy decisions can be motivated by economic, political or national security (geopolitical) goals Recent US nearshoring policy is driven by national security goals rather then purely economic ones and thus inflation;efficiency are not primary concerns

Instead of spending billions overseas, USA could have incentivized companies to build locally. So why blame China, blame the politicians who adhere to a capitalist society and did not realize how manufacturing locally is important for society. China is not making similar mistake.

Agreed. In this case China is doing this to help Russia. This could be very damaging for Ukraine if an alternative source isn’t available soon. The threat of the DragonBear axis is growing by the day.

Um. The factories are vaporware. If the factories produce anything, they will be light-assembly factories where the "value-add" will be from China-made parts. The IRA is an "enrich China" law. Ford's Marshall battery factory "halt" will be first of many.
