Gorsuch’s position wasn’t different from Thomas’s. Gorsuch signed onto Thomas’s opinion. Thomas said he was non-committal on where his approach would take him in future cases and Gorsuch decided to commit ahead of time.
Once they knew they were in the minority they went in their own directions. Obviously if they had a majority they would all sign on to 1 opinion. That's usually how most SCOTUS cases go.
There was only three dissenters for striking the executive order itself down including Kavanaugh tbf.
