PhDs have exactly as much right to the honorific "doctor" as MDs do. It's cringe to insist on being called it in either case, but it's fully accurate/appropriate in both cases.

"Medical doctors" should be called physicians. Only PhDs should be called doctor plus these other special cases.
In all likelihood Doc Brown completed his doctorate in a non-medical field, but I approve of this list in either case.
If the professional situation calls for a honorific it should be used instead of Mr. or Ms.; calling somebody โMiss <some_name>โ is unfortunately a pretty common way to insult female researchers which should not be normalized.
In all other cases sure, itโs cringe.
