This is spot-on and it explains SO MUCH of the basic governance failures in some heavily blue cities.
Lots of "progressives" decided if they can't pass huge welfare programs for the poor, the next-best thing is to just let them hop turnstiles, camp in the street, and shoplift.
One good point Matt Yglesias and others make about the "trans prisoners" ad is that it arose out of an answer Harris gave to an ACLU questionnaire.
Which gives rise to the question: why was the ACLU sending out questionnaires asking for embarrassing answers from Dem candidates?
