China is fighting an arms race in shipbuilding and is winning.

None of that matters. Washington consensus is that America's waterways are to be controlled and manned by Americans so that during the outbreak of war we don't hely on Chinese mariners for domestic maritime shipping. The negative economic impacts are tolerated for this.
