In Philly no tag is cause for an immediate tow when caught by PPA.
You can't ticket something that has zero identification so you need to just grab the whole thing. Honestly no other choice.
I suspect the reason why they donโt do more of this is โmanpowerโ โno place to put the carsโ and โwe donโt want to unwittingly tow our fellow officersโ vehiclesโ
Any vehicle that is required to display a license plate whose plate is obstructed can be ticketed. Are you not smart?
Save the seizure paperwork and have Sanitation treat it as abandoned property. The owner should have 5 minutes to prove title, registration, and insurance before it gets crushed into a cube.
Agreedโฆ impound any car with illegal or obscured plates and registration.
What they need to do is register all e bikes with plates along with cyclists, theyโre suppose to obey traffic laws as well as the drivers. Got hit by a bike on Canal st yesterday but luckily grabbed his delivery basket and caused him to fly off his bike skidding in the rain 
NYC has had laws against this forever. Enforced every day. Toll evasions were treated with arrests and larceny charges. All publicized. 100% smoke and mirrors. Itโs time to go after bicyclists and e-bikes.
