There’s something called ‘malicious compliance’ at play in many instances, where people in the system are intentionally doing things to portray the administration in the worst possible light. I suspect this is another example. If it is, the funding should go elsewhere.
I try not to throw around phrases, like "war crimes" and "crimes against humanity" lightly... but it's very hard not to when that appears to an almost textbook example of complicity with human trafficking and genocide.
