The military has tons of airspace separated from civilian air traffic in which to train. Treating the airspace in and around DCA as the same is criminally negligent.

Can anyone explain why you can’t do night training over the Potomac in the wee hours when DCA is quiet?
Pilot error and systemic top-down failure aren't mutually exclusive. If the CNN story is correct, it can read like this was a catastrophe waiting to happen. In civilian aviation, the room left for error is supposed to be ample.
They should let the “dignitaries” sit in traffic like everyone else and shut down this program! Send a motorcade 

More training time on avoiding flying objects, less on avoiding microaggressions.
