Have you seen a good analysis of Baidu vs Waymo? They are surprisingly close in total driverless miles, weekly driverless miles, and airbag deployments per mile.

Fundamentally, Waymo is stuck with this situation where their self-drive models only work in vehicles with hundreds of thousands in custom sensing equipment.

Nah, the only custom sensing equipment involved is the lidars, and they don't cost anywhere close to $200k. The original lidar Google used back in 2007 cost around $75,000. Way back in 2017, Google said it had already brought the cost of lidars down by 90 percent.
Waymo is not in a position to eat the cost of OEM installs (even at a loss) in order to scale?
I assume they are working with Zeekr and Hyundai to set up assembly lines for high-volume manufacturing. It just takes a while to get it set up, and money can only speed it up so much.
It's not yet an undersized fleet because Waymo still validates new ODDs with months of validation. They have another year of methodical flag planting and technical improvements before they need a flood of new cars.
Their big partnership with Toyota is already in the works.
I don't think Waymo want to get into the manufacturing side. Any vehicle manufacturer can do that for them.
Also other rollout factors may be harder than manufacturing.
Localization, and support take time unless you are foolhardy like Tesla
