Who is actually crusading against it? It's just a financial barrier for people I know as our energy rates are extortionate because our governments are insane. Also, Spain, Greece, Portugal etc almost always have AC everywhere in my experience
There is no such "crusade". Those who had heat waves in the past, have AC. Those who did not, partially do not have it YET.
I'm european and it is, in fact, insane. This debate proves that Euros are really not that smart and they're no position to criticize the US for guns, healthcare... this is beyond stupidity.

In the UK over a typical year on the whole it’s about 75% too bloody cold to about 5% too bloody hot. the rest it’s just about right apart from being too bloody wet! This is the main reason much of the UK spends money on heaters (and umbrellas) over air-con.
What "crusade"? I wish someone like could help you work through this. You're one of my favorite follows, albeit a bit obsessed with European temperatures (I write while sweltering over beef panang curry in an un-air-conditioned Prague restaurant -- yikes!).
