When pondering (as an European) which country is more threatening, I inevitably feel it is fine to wipe out some American spies. The world will be more peaceful that way. China doesn't run 800 military bases around the world or threaten everyone with tariffs or annexation.

If America would be run by Chinese spies they would not be so destructive. China has no gain from the US withdrawing international aid, because eg starving Somalis in Kenya may lead to aid requests to China.
