If I were Karen Bass, I'd personally be at the fucking permitting office every day to ensure anything that is remotely close to being code-compliant is approved in under 10 days, and if helpful I would use discretionary funds to hire a dozen private "expediters" to to help.
Building houses would not be in keeping with the character of the neighborhood (now it's all just ash and rubble)
Why would I, a person who doesn't live there, care? This is a state & local issue so those people should figure it out. They have the money for influence.
