Not a lot of immigrants come to China, even fewer cross the border shared with the US.
China already has 25% (Steel, magnets, medical, minerals), 50% (semi conductors and solar panels) - 100% on EVs.
Adding 10% to their tariff burden makes them higher than our allies tariffs.
Slapping more than 10% on China would completely screw the majority of Americans who can only afford to buy things made in China.
It would screw a lot of businesses too that get their components from China which is probably the only reason it isn't any higher.

I believe the 10% is in addition to the section 301 (25%) China tariff so a total of 35%, excluding any anti dumping and regular tariff on each product
