Regulation unfortunately often has the opposite effect than intended — creating more risk for consumers (by making change hard in an evolving world) and slowing innovation (by helping incumbent systems thru capture).

all it says is "planning and assessment". It's a pretty big leap to say that 100% of that "planning and assessment" is permitting.

I live on the edge of a NF in Utah and the ground all over this beautiful Mountain is congested with dead trees stacked on top of each other from decades of mismanagement. One lighting strike and it's all gone. Then they charge you for wood-cutting permits; it's infuriating.
