The Irkutsk Anti-Plague Institute’s own research summary appears to describe deliberate virulence enhancement by serial passage.
In its Brucella program, the institute says repeated passage through guinea pigs was used to increase bacterial virulence.
The other solution is information security. If Russia was developing something they shouldn’t have, they wouldn’t want samples acquired by foreign governments.

That is not how plague control works. CDC and WHO guidance explicitly recommends both physical isolation/quarantine measures and antibiotic prophylaxis when pneumonic plague is suspected.
