The reason they don’t want to use AC is because they see AC as ”American” I think a few PSYOPs could help with that.

They have no problem with heating even though it uses more energy! That being said, there is some small charm to the European attitude against AC. It’s not good to go without it on the worst days. But there’s something to going without it on the moderate days.
In fairness, swamp coolers are typically more efficient than AC in the ranges where they are effective (low exterior humidity, modest temperature differential)
The appropriate analogy is to Red Plenty and the Soviet’s endless attempts to try to avoid Lagrange multipliers (ie prices) and the other essential machinery of economic optimization…
Alternatively, basically anything you could theoretically do with these passive approaches can be improved by adding an A/C unit somewhere in the air loop, and then used to even greater effect Like, if you want to run an A/C off cool underground temps... you make a geo loop
As the US become more and more dysfunctional, the euro bashing increase. We have AC in Europe and it’s wildy use when appropriate.
You can also use the same cycle in reverse and save a shit ton of energy on heating
