The best way for the US to stay ahead of China is to poach their talent. It’s reasonable to target individuals who pose a real security risk, but it’s self-sabotage to go after anyone in a broad field like AI. ~90% of Chinese STEM PhDs stay in the US and help us keep an edge.

the problem is ANYBODY with family in China CAN be leveraged, and the ccp will leverage whoever they need to in order to get what they want. "target individuals who pose a real security risk" thats literally anyone with family/friends still in the mainland this is the sad but

No because most people don’t have access to sensitive information. The White House tasked the Institute for Defense Analysis to actually study this and the benefits of having foreign STEM talent here far exceed the costs. Plenty we can do to keep sensitive research secure

This recurring analysis of most STEM PhDs being foreign seems to elide that Americans self-select out via Master's or Bachelor's b/c very few want to earn <30k USD for 5 years of your youth. But if you're not a US citizen, suddenly the ROI is different.

That phrasing is misleading. The real question is how many Chinese students are affiliated with the CCP, who study or work in critical fields, and who move back to China and work in areas adversarial to the US.

Yes and no. A HUGE problem is that a number of these STEM PhD will have done their PhD work under a decent prof, and then will end up in their own lab. BUT, upon getting funding for research nearly all, if not all, of their grad students will be Chinese that WILL go back. CNT

I think USA has entered a phase of immigration fatigue. Just like 100 years ago when it stopped almost all of it until 1965. GOP will keep winning elections, if not then senate for sure since they have adv and will block any attempts to reform immigration if dems are in power.

Nothing about this admin or its previous incarnation is reasonable when it comes to China. Their previous China initiative that did the same thing was scrapped by the DOJ for being too biased. There's nothing to indicate that this new initiative is any different.
