The best way for the US to stay ahead of China is to poach their talent. It’s reasonable to target individuals who pose a real security risk, but it’s self-sabotage to go after anyone in a broad field like AI. ~90% of Chinese STEM PhDs stay in the US and help us keep an edge.

No because most people don’t have access to sensitive information. The White House tasked the Institute for Defense Analysis to actually study this and the benefits of having foreign STEM talent here far exceed the costs. Plenty we can do to keep sensitive research secure

Yes and no. A HUGE problem is that a number of these STEM PhD will have done their PhD work under a decent prof, and then will end up in their own lab. BUT, upon getting funding for research nearly all, if not all, of their grad students will be Chinese that WILL go back. CNT

We are a nation, not an economic zone. There’s more than enough talent to foster here. But foreign students pay much more in tuition, so universities give them spots that could easily go to top performing US citizens.
When I got my puppy a year ago, the only people who chastised me for taking her out for walks before vaccinations were Asian women. The point is that Chinese students aren't creative to the extent to advance knowledge beyond optimizing a PCB. It is cultural.

Nothing about this admin or its previous incarnation is reasonable when it comes to China. Their previous China initiative that did the same thing was scrapped by the DOJ for being too biased. There's nothing to indicate that this new initiative is any different.
