Isn’t this the primary benefit of democratic governance. Humans have lots of bad ideas & some good ones. Yes a benevolent dictator would implement the best policies but most humans who get the job will be kinda of bad. So instead of allowing the optimal we prevent the worst.
More importantly, the Constitution gives Congress numerous powers that it has (unconstitutionally in my opinion) delegated to others:
1. War > President
2. Tariffs > President
3. Legislation > Administrative agencies

1. Congressional acts are still subject to veto.
2. If the default is zero, then diffusion is a feature not a bug. There is a reason taxation bills must start in House.

But Congress currently has the power to enact tariffs anyway. All they would be doing is eliminating Presidential power to do so unilaterally.
I think it’s more about them reestablishing some control and reinstating some order.
Seems like some hard-coded congressional review period for tariffs would be a good idea. Sort of like we have for end-of-term regulations.
They need to seize all their powers back before he takes control of everything. Federal Reserve included.
