If the article really is AI generated (Pangram has a <1% false positive rate) then I think the Guardian's editorial code requires it to signal this to its readers, and probably issue a correction for not having run one in the first place. I have emailed their readers' editor.

Maybe rather than being AI-generated, these authors' works are just so central to the training of most major models that they define the AI style that Pangram et al. check for. ... Is that worse? I think that's worse.

I think we should distinguish between original AI text creation without any prior human thought, where all the thinking and creation is outsourced to the machine, and optimising a text for smoother reading. I think the latter is the case here. Do you find that objectionable?
A less than 1% false positive seems unlikely. The highlighted text reads like an excerpt from any Piketty work. "We live in an age of manufactured scarcity" is probably like a DSA T-shirt at this point.
It's a pity the authors didn't run the actual report through a frontier AI model. They could have saved themselves a lot of embarrassment. Claude Fable 5 absolutely savaged the report's basic reasoning and methods:
