This is an important point. NEPA and other regulations have hobbled the state even more than they've hobbled the private sector.
If progressives want to have the state do big things (like build green energy), they have to dismantle the barriers their predecessors erected!

When leftists show up with regulatory ideas, the private sector is more effective at pushing back than the public sector.
The result is that the state itself is perversely more heavily encumbered — especially in bluer states — than private businesses.
