Prior to 2025, it was illegal to build a residential building with an FAR over 12 anywhere in New York. Eliminting that cap was long a project of YIMBY groups such as Open New York. Laws change, housing gets built.

That's never going to get built. The costs are too exorbitant when you build up versus the rents that they can command. If the state wanted to relax it's prevailing wage requirements it might happen but otherwise without massive subsidies it's never going to happen.
