Apart from Ted Cruz' flip-flopping, if the views of Alito/Thomas on birthright citizenship had won the day, would those same views lead to a decision that Cruz isn't eligible to be president?

By the views of Alito and/or Thomas & Gorsuch, does Ted Cruz qualify as "a natural born [US] Citizen"? Mother – American by birth. Father – Cuban by birth. At Ted's birth in Canada – His parents' domicile was Canada. So to which country did Ted, at birth, owe allegiance? 🤔
