the funniest alcohol tax is that if you buy a cask of whiskey in the UK, have it stored for 12 (or however many) years and take delivery, you pay VAT at the end on the market value
Unrealized gains are income. Ideally we would tax collectors on the value of their wine at the time of consumption.
That happens in the US already. Every alcohol manufacturer is taxed on output, and at retail, and maybe at wholesale too in some states. Just look at how much tax Jack Daniels brings into a state like TN.
