Prisons are worth funding and pay for themselves in improvement to a society
It's a version of the Pareto Principle: 20% of the people get 80% of the work done.
Did you read the ACX post on the topic? The conclusion was rather negative - basically that in the US the low hanging fruits from that have already been plucked, it's only dramatic in Europe because the prison population is low.
Consider the person who makes his living from theft, mugging, and robbery.
How many crimes per week does he need to do, to get by?
Putting the career criminals away reduces crime a LOT.
Carceral Solutions would be a great name for a private prison company.
They'll also give you Heroin for opiate addiction if you fail suboxone and methadone. The government will give you Heroin, you're just not allowed to do it in public and steal to feed an addiction.
