Need to take the exemption decision out of local jurisdictions hands, or punish delays. Because I don't see how this will stop the current nonsense of just refusing to grant the exemption in order to side step the permit streamlining act.
Good to improve the exemption though.

You guys are getting it wrong, I'm afraid. I'm a N.Y.C. metro area dweller. Every large project deserves an environmental review. The proper reform isn't to eliminate it, but to make it a less drawn-out and burdensome process. But never deny the public the chance to comment.
