something nobody talks about is that this is actually a *progressive* parcel tax that taxes more based on the size of the parcel. a pure land value tax would be better, but Prop 13 prevents that, so a progressive parcel tax is probably the most efficient tax SF can levy

To be clear, the tax structure is based on square footage, not just land. if it were up to me i'd structure it differently but it's still a much better tax than gross receipts or sales imo

Not sure why this "Stronger Muni for All" proposition is supposed to be such a great tax structure. It punishes small businesses more than residents and even includes a cap for truly large companies.

it's not perfect (i think taxing commercial more than residential is totally fine, but if i were designing it i'd treat sf and mf more equally) but given the political constraints it's not terrible. i think the cap is there because the really big anchor employers of SF are pretty
