If they have the proper clearances, need to know and authorization, then they must give them access
If no to any of the above, then one cannot give them access
FYI...... it's illegal to access CLASSIFIED information without the proper security clearances. This *could* be considered espionage.

I have a lot of respect for Rand Paul and Elon Musk, and if they both agree that the U.S. government should stop funding USAID and end foreign aid, we should listen.

They are being placed on leave for doing their actual jobs. Elon has no need to know or authority to access this information.
