As Manhattanites, all of them do take a car service or drive where they need to go. eliminating a lane of the street just for the poors on the bus means worse traffic in the car lanes. Public transportation is not safe, and no one in that picture is riding the bus

The fact that students with free passes are also turnstile jumping gives the game away. It has nothing to do with ability to pay, people have just decided it is cool and right.
