This assumes a clear distinction between defensive & offensive activities. If Ukraine is no longer able to conduct accurate & effective GMLRS strikes tens of kilometres behind the front, and this allows Russia more freedom of action, then this poses a problem for Ukr defences.

I think it's telling though how Trump's chaotic comms is now all over the place on this because they dimly sense that they're ending up in a place where not getting concessions from either Russia or Ukraine makes the US look like idiots
First surely you have to accurately define what "defensive that Ukraine needed" means. What you or I may think it means may not be how the US administration is trying to spin it as.
There is no inherent difference. Two sides of the same coin. A tank without armour is useless, and can't get into position to use it's weapons. A tank with armour but no weapons is useless.
