They already make and sell e-buses, including school buses, in California. It shouldn't be that difficult to get cars going, but Elon might lobby against it

I think there's a misunderstanding here, foreign carmakers didn't transfer their technology to their JV partners in China Those that lead in BEV tech didn't partner w any foreign carmakers

Yes, that is a smart way to address the issue. This approach has been successfully implemented in China over the past few decades. Given the high wages in the U.S., it might be necessary to import batteries from China initially to offset costs.
It's not the technology that gives them the advantage

Unfortunately the joint ventures with american companies that are dinosaurs ends up in unions,poor management or overall decrease in quality of the product and productivity .
They are not stupid. They will not transfer tech to possible competitor. You know, only idiot would do it...
Obviously they stole every bit of Tesla's technology they could from the Tesla Shanghai factory. I don't think the CCP would be fooled by Trump asking for the same "joint venture" bullshit.
