I wonder if it's a reasonable conclusion that by offering 8 months severance they end up costing the government more because people who otherwise would have been terminated/removed/quit are now owed money they otherwise wouldn't have been eligible for.

And would have been much higher this year due to mandatory back to office. A 1 year strict hiring freeze would have been the smart move. Less drama/better results. 
Workers are quit their positions and are usually rehired right but doge wants to eliminate them entirely right is my understanding right ?
Either your figures are way off...or these people are dumber than I thought. If 7% leave voluntarily, why wouldn't they grasp at the opportunity to get an 8-month severance on the way out?
