Yes Trump could order national parks and other highly visible agencies to stay open, but he can’t expect them to keep working without pay forever.
If we assume the mechanics of a shutdown give trump an inherent political advantage then when would this change? We are just supposed to accept that Congress doesn’t control spending any more?
Like they’ve appeared at all concerned about what voters outside their base think?
