I think there’s a utilitarian case to be made that it’s probably less destructive than if that money was funneled into drugs, alcohol, and tobacco but also organized crime would likely take up a lot of slack with their own numbers gambling if state lotteries were banned

A tax on poor financial literacy, which goes into educational funding. The only real issue is whether the schools adequately teach why lotteries are dumb.

This may actually be rational behavior. The poorest are the least capable; those who will never be able to increase their income through conventional means. The odds of winning the lottery for them is likely higher than the odds of them gaining meaningful employment
