How else do suggest to clean out a corrupt agency. He most likely did some extensive due diligence to be sure. If not they would have been fired immediately all at once.

When this happens, do they feel *any* insecurity about where their income will come from in future? Because if so, that is an incentive problem that we might want to solve.

None of that is normal. In a normal presidential administration, none of those officials at that level would be fired. Some may retire, one or two over the course of 4 years, but none of those people would have been fired.
