"In cities, there are enough cameras in some zones that many drivers give up trying to game the system. When enough drivers default to the limit, even those willing to take ticket risk tend to slow. Over time new habits form and the old speeds may feel too fast."

On a 30 mph street near work there are digital signs that show your speed. People fly past it at freeway speeds but I doubt that they would do that if it were a speed camera.
That's great, but actual reductions took 2 yrs. Not actually overnight. Particularly for the couple hundred extra people who died in that interval
