The email came from from the agency's acting executive secretary. I asked Kel McClanahan, a national security attorney, if this was legal. He said: "No it is not," citing the Federal Records Act. "Classified records are still federal records."
I reached out to the State Department to ask about this but haven't heard back yet.
McClanahan just filed an unauthorized disposition complaint with the National Archives and asked them to "take immediate measures to stop this destruction of vast quantities of federal records."
Additional context worth noting: USAID routinely makes digital copies of their print records. It would meet the legal requirement so long as everything — including the written notes, drafts, signed versions, etc — were saved electronically before being destroyed

Most government documents are shredded in a big ol truck that pulls up and empties locked shred bins into it and does it’s blender job…
This notion of an army of Government workers with a shredder is kinda 1980 ish.

This is standard. There’s literally a truck that pulls up and does this for agencies (or that was the case in my tenure). Digital records are kept, physical records shredded.

This - not “hand over the Epstein files”- is what all our department heads need to be looking for within their ranks. Get these people first then worry about reviewing and releasing files.

That’s weird, seems like if they were concerned there was waste, fraud and abuse, they’d want to retain the documents that prove waste, fraud and abuse.

Seems funny Trump would destroy records of US deep state regime change operations. But I guess not, he doesn't really care about that or intend to involve himself in that tangled web. Just uses "deep state" as a snappy two-word indictment of a government only he can fix.

Why are there safes with classified documents at USAID?
Is someone confirming it is a CIA front organization? If so, why weren't these docs ever kept distributed like this? Seems very insecure/vulnerable.

This is called an “Emergency Action Plan” and is used to protect classified information by embassies and military units in danger of being overrun by hostile forces.
It is *not* to be used for routine diaposal of government records in peacetime in Washington DC.

Is this a case of “incoming administration wants records destroyed so they don’t get blowback for all the good stuff they cancelled” or “outgoing staff trying to cover up their corruption and stay out of jail”?

I am having flashbacks to Iran and 1979. The US embassy was under seige and the only shredders available were strip shredders. The Guard pieced documents together again. This time our agencies under seige by our own government. This is tragic.

A good government should be able to withstand an imperfect leader. It cannot withstand its own leaders dismantling it from within.
