The US may have the Jones act. It's up to the US to make those laws.
The Jones act is also harmful to the US, though it supposedly benefits the US by being a protectionist measure. Protectionism tends to backfire.
Dredging is an ecological nightmare. I'm now very glad to learn that the Foreign Dredging Act of 1906 exists.

Ending the Jones Act would cause an economic boom in Alaska and Hawaii. Currently, if a megaship is going from LA to Tokyo, it's illegal to stop off in Hawaii to drop off American cargo. That's why Beef is $40/lb there...
