American politics makes little sense if your model is that Rs or Ds were "in power" whenever there was an R or D President.
It's an underrated fact that a lot of the good and bad policies of Reagan were really continuations of Carter's policies. It's why so much of success in American politics is a product of timing and spin, especially in things pertaining to the economy.
He's a bit over-credited for beer reform, IMHO — he did sign the bill, but it was because a homebrew-friendly Californian and Wisconsinite snuck it in.
I am slowly reading 's Reaganland, and the parts at the beginning about Carter and his administration are fascinating.

Interstate banking was always allowed if the states in question allowed it it just happens that many of the states started allowing it during Carter. Florida especially under Reuben Askew and Bob Graham.
And the most important thing of all, it was Carter who appointed Paul Volcker as FED chairman.
Carter also appointed ,Volker to the Fed. It was Volker's leadership at the Fed that tamed inflation. Did Reagan give him political cover? Sure. But that was a Carter appointee. Carter's downfall came from his perceived pessimism & anti-incumbent electorate.

although, tbh, it's good that synfuels was abandoned .. it was just a bribe to West Virginia & Wyoming and should never have happened.

Then Reagan took our aviation industry back a decade with his fight on the unions. Honestly, screw unions.
