Yes, this is the point. We can't "align" AI in ways that reliably stop it from doing the bidding of human terrorists. So we need to focus on controlling and monitoring virology labs.

An entity as capable as a nation of geniuses in a datacenter will be able to access dangerous tools even if it has to invent them. And we're never going to actually lock down dual use technology sufficiently to prevent the dumb outcome anyways. We'd need a prison state.
Like I understand this argument and agree with it but if it holds doesn’t it then imply other black swan events that while not equal in damage done could have very significant impacts?
The problem is that with sufficiently advanced AI, everything becomes a threat vector, like that meme about special forces agents knowing 400 ways to kill people with common household objects.
Terrorists usually don't have an objective of ending the entire human race. They want to achieve a political objective.
It's usually lone crazy people who want to end the human race.
