“Congestion” tax only moves some traffic from one part to another. Traffic is worse elsewhere in Manhattan because of it.
Honestly, it’s all smoke and mirror. This has nothing to do with congestion and is all about taxing more of the driving public to bailout the failing -
?? The "congestion" was artificially created by the City in order to put this scheme in place making money off of working class drivers. Get the potted plants out of the streets around Macy's and so forth and the "congestion" will go away FOR FREE.
Empty streets are GR8 for fashion shoots but restaurants and clubs that depended on traffic from New Jersey or Queens are dead now, thanks to this criminal behavior by local politicians
Honking is noticeably reduced outside the zone, I live in Harlem and it is so rare to hear someone laying on their horn. It almost makes me think that those most egregious horn blasters are from out of state. 
the problem with congestion pricing is that its a really good urban policy that happens to be in a blue city in a blue state and that's not supposed to happen
