Your proposal would represent a *subsidy* for the construction industry because they would receive generous UI benefits paid for by other sectors.
Most states the employer pays the taxes. At least in Ohio the new business rate for construction is higher in order to build the reserve balance but the max experience rate is the same.A lower NB rate likely cause their RB to go low or negative early and have a higher exp rate.
Out of all the issues with the American UI system, experience rating is probably the best feature! Firms internalize (much) of the fiscal cost of layoffs, it limits cross-subsidizing sectors, gives firms a stake in claim accuracy. I do agree we should expand taxable wage base.
Nah they are predatory with their use it. It’s literally part of their business model at this point. If we are paying for their slack capacity, they should minimum be reimbursing some of it. Which is all they’re doing
