A few hours after the launch event, my California student housing bill was killed by an unelected Committee Consultant who called it a “developer giveaway” She purposely withheld her proposed amendments to the bill until the last possible minute to make negotiations impossible. Committee Consultants are supposed to be impartial, but she made it clear she opposes increasing housing production. I am heartbroken and disillusioned with the California legislative process. Unelected bureaucrats should not have unilateral power to kill bills. You shouldn’t need to spend hundreds of thousands of dollars in lobbyists to ensure your bills are heard in committee. I know that by posting this I’m probably going to be blackballed from having bills heard in the Assembly Housing Committee for the next few years. But so much of the legislative process is shrouded in secrecy out of fear of retaliation. This silence just perpetuates bad behavior, and I’m not going to be complicit.

A few things I've been asked to clarify: 1) The bill is still technically alive, but in a gutted form that makes the Student Housing DB completely useless 2) This post is MY OPINION ONLY. No one else working on the bill was consulted on this post

How is it possible for it to get killed so fast?
The Committee Consultant controls if/when the committee hears the bill. She said she would only schedule it if the sponsor accepted amendments that completely gutted it (The actual bill was introduced in the legislature in February. Yesterday was the public/press launch)

I would like to avoid an angry mob attacking a public official, which would do a lot more harm than good. The people who need to know know who it is, and if they decide to look into it I'll share the written correspondence with them privately

Can you share more light on the structure of these committees wrt consultants? I was under the impression the committees were full of elected position’s staff members, not outside consultants.
